Need help identifying a medal?

Round, about the size of a U.S. half dollar, silver or nickel (or some grayish alloy), small hole at top for maybe a ribbon? Front size says "Gold Award" and appears to have picture of a Phoenix or a bird. The number "05" is stamped in the center. On the back there's a decorative trim around the edge, like the letter 'u' or horseshoes. In the center, between two leaves that look like leaves from pot plants, the number "N1808" is engraved on a straight scroll. Any ideas on what this might be? Thanks!!!
