What was the desperation in Man City signing a player yesterday, they signed a player without a medical.....?

...and got in touch with Madrid just hours before the close of the transfer window. What's with all the rush. Do players not require medicals these days. It seems very naive & a kind of rush of blood to their heads, the way they purchased him ?
