Rear-ended.. and I'm at fault?

So me and my boyfriend had just pulled out of a gas station and was driving when a SUV came flying around a curve and hit me in the penger side of my back bumper.. the SUV swerved and where he hit was on the front driver side of his front bumper. Well the insurance called us today and told us MY car was at fault because the state trooper wrote on the report that it was the penger rear SIDE quarters that was hit on my car! But clearly its not hit anywhere on the side! If I was to take my back bumper off and put a new one back on, my car would have no dents! So the insurance lady says that if it is only the back bumper then it is HIS fault.. but the state troopers office said that if its anywhere at all close to the side they automatically say its the rear side. How does this make sense? And how do I fight this? Its crazy...
